 Storyline
Orin Boyd (Seagal) is a Detroit cop who doesn't follow rules. After he saved the Vice President by violating every order he received he is transferred to one of the worst precincts in the city. There he quickly encounters some corrupt cops selling heroin to drug dealers. The problem is, it's very difficult to tell who is the bad guy and who you can trust.

 Storyline
Oz is a Montréal dentist, paying off debts so he can divorce his wife: the dislike is mutual. When she learns their new neighbor is hit man Jimmy the Tulip, with a price on his head, she sends Oz to Chicago to earn a finder's fee telling Mob boss Yanni where to find Jimmy. To get his wife off his back, Oz goes, his assistant Jill urging him to get laid while there. One of Yanni's men awaits Oz at the hotel; Oz's now in too deep to avoid telling Yanni what he knows. Meanwhile, Oz's wife rats on Oz to Jimmy, hoping Jimmy will kill Oz and she can cash in on life insurance. Oz meets Jimmy's wife (Yanni's captive), flips for her, and the double-crosses mount. Melvin Smiley, a successful young hitman, is living a normal all-day life for his jewish fiancé Pam, but kills for money in Paris' organization. He and his three teammates Cisco, Crunch and Vince one day decide to kidnap the daughter of super-rich businessman Jiro Nishi - off the record. John Lee is a hitman who works for Chinese crime lord, Terence Wei. It seems that Joh is obligated to Mr. Wei and so far has done everything he was told to do. Now Mr. Wei wants John to get revenge on a police detective who killed his son. John was about to carry out the job but for some reason can't do it. When Mr. Wei hears of this, he sends for some replacements. John now has to return to China to help his mother and sister whom Mr. Wei will now target because of his disobedience, but first he needs a passport. He needs find someone who can give him a passport who is not beholden to Mr. Wei. He is told of Meg Coburn, a small time documents forger. John goes to see her and was in the process of making his passport when some Wei's people come in shooting. While John gets away, Meg is caught by the police but is released by the cop whom Mr. Wei has a beef with. John goes to her and still needing a passport, forces to go with him. Mr. Wei's people finds them and was about to take care of them but John managed to escape. So now the two of them are not only hunted by Mr. Wei but also the police.
